Companies should also develop and implement a system to document all conversations with government officials involving interpretations or other guidance on export control issues. These records can provide continuity in performing future export compliance functions, and may assist the company in defending its actions, if necessary. It is recommended that organizations require employees to direct all questions on interpretation or other guidance to the organization’s export-compliance manager and that conversations on behalf of the organization with the U.S. Government on these issues be conducted by the company’s export-compliance manager.
