[4. Transaction screening process and procedures] Before the actual shipment, there should be a final check that all steps ensuring compliance were duly taken. This is a good moment to check if items are correctly classified, if ‘red flags’ have been identified, if the screening of entities was effectively performed and if there is a valid licence for the shipment. A final transaction risk assessment is necessary in case of a change of relevant legislation in the meantime, for example if the commodity is now a listed dual-use item or the end-user is now sanctioned.
